Senator Manchin Pushes Permitting Reform

Congress is making its way back to Washington, DC, for the final push before the mid-term elections, when attention will shift away from legislating to the campaign trail.

Just before the August recess, Sen. Joe Manchin (D-WV) struck a deal with Democrat leadership to take up permitting reform in exchange for supporting the Inflation Reduction Act under the budget reconciliation process.

That deal was crucial to winning Manchin’s support for Joe Biden’s biggest policy win of his presidency, which included $369 billion in climate spending. And while Democrat leadership has promised to help Manchin pass some form of permitting reform, individual members are less enthused. Senate Majority leader Chuck Schumer has announced his intention to roll reform into the must-be-passed continuing resolution (CR), necessary to keep the government funded through early 2023.

Webinar: The Great American Outdoors Act

On May 21, Senate Majority Leader Mitch McConnell announced that the Senate would take up the Great American Outdoors Act (S.3422) when it returns in June. This legislation, which has strong bipartisan support of 56 Senators, would provide funding to address deferred maintenance at our National Parks and permanently fund the Land and Water Conservation Fund.

Senate Energy Bill Could Be Revived As Part of Stimulus Packages

In late February and early March, ConservAmerica came out in support of the first comprehensive energy legislation in more than 12 years, the American Energy Innovation Act (AEIA), introduced by Senators Lisa Murkowski (R-Alaska) and Joe Manchin (D-W.V.). The bill was a package of more than 50 individual energy bills all of which had already gone through the committee process with strong bipartisan support.

The measures included in the AEIA package will help modernize America’s energy policies after a remarkable decade of innovation. It contains measures supportive of energy efficiency, renewable energy, energy storage, carbon capture, advanced nuclear, mineral security, cyber and grid security and modernization, and workforce development.
